Knoxville Man Found Sleeping in Back Seat of Vehicle in Only a Shirt Arrested for Public Intoxication, Resisting Arrest at Pilot

A Knoxville man was arrested at the Pilot on Genesis Road in Crossville around 10pm Saturday after city police first spotted his vehicle illegally parked across two handicap parking spots and then discovered him sleeping in the back seat in only a green shirt. No pants or underwear.  Police tried knocking on the window to wake up the man to no avail, so they opened the door to make sure he was okay.  That’s when 31-year-old Isaac K. Ratliff reportedly woke up. Mr. Ratliff had to be told several times to put his pants on and police say he thought he was in Knoxville.  Police also detected the odor of alcohol and marijuana and also found two alcoholic beverages in the vehicle.  Mr. Ratliff reportedly could not perform a PBT test.  Police say Ratliff became argumentative and tried to pull away as he was being handcuffed.  He was transported to the Cumberland County Justice Center and charged with Public Intoxication and Resisting Arrest.
